The shift did not arrive as a single announcement. It accumulated across a series of technical decisions, most of them taken in rooms with no press present, and it is only now visible in the aggregate numbers.

What is actually changing

Practitioners we spoke to were consistent on one point: the framework is workable. What is not workable is the assumption that the institutions responsible for administering it currently have the capacity to do so at the volumes anticipated.

You cannot manage what you have never measured, and we have never measured this properly.

The evidence

Twelve months of operating data now exists where previously there were only projections. In broad terms the projections held on volume and missed on availability, which is the more expensive of the two errors.

What it means

For investors, the signal is in the dispersion rather than the mean. The best-run assets in this category are pulling further ahead, and the gap is now large enough to be a selection strategy on its own.

The next data point lands in the new quarter. Until then, the honest position is that the direction is clear and the pace is not.
